Areas of Expertise
Dr. Devine is an innovative health leader and former regional health administrator for the Office of the Assistant Secretary for Health in the U.S. Department of Health & Human Services in Region 5 where he had responsibility for leading and coordinating department activities focused on public health action for 53 million Americans across 6 midwestern states.
Prior to this role, Dr. Devine served as Technical Director for the Chicago Division of Financial Management and Fee for Service Operations in the Centers for Medicare and Medicaid Services, where he focused on regional and national implementation of varied Medicare and Innovation Center programs designed to provide patient-centered care that promote quality and improve outcomes.
Dr. Devine also worked for the Department of Defense (DOD) Pharmacy Operations Division where he oversaw economic evaluation for pharmaceuticals covered under the Defense Department’s $7 billion pharmacy program and held a number of pharmacy positions within the United States Air Force.
He received his PharmD from Drake University in 2000 and a PhD in social, administrative, and clinical pharmacy from the University of Minnesota in 2006. He is Board Certified in Pharmacotherapy and is a Fellow of the American Pharmacists Association.
